Chinese painting, with a long history and fine tradition, has its own system in the field of arts in the world. As a branch of Chinese culture which has been a sophisticated system with tens and thousands of years, the Chinese painting has been luxuriantly developed. Chinese painting teaching is an indispensable part of the teaching of arts. It is a efficient paths, in the basic education period, not only the teach of basic knowledge and primary ability to the primary and secondary school, but oasl improve the aesthetic faculties, and refines the personality. It can not only promote physical and mental development of the students, but also enhance their effective study of other subjects, which is one of the important ways to hand down the spirits of national culture.Now, as a result of multi-media technology, animation and so on, under the background of globalization, the Chinese painting with the traditional cultural characteristics has been gradually fading out of the minds of students, many of them did not even come into contact with it till the high school, which is no doubt has a negative impact on the succession and development of the traditional culture. So, this paper seeks to dress the issues of Chinese painting teaching as follows: the current situation, the problems during teaching, the methods should be adopted, and the influence on learning, living and developing of the primary and secondary school students.This article is divided into four parts. The first part mainly introduces the background of Chinese painting teaching, several concepts about Chinese painting and the relationships between the national cultural spirits and the Chinese painting teaching. The second part analyses the current situation and problems exist in the in-school and out-of-school Chinese painting teachings based on the interview and questionnaires from the teachers and primary and secondary school. In the third part, through the general introduction about of Chinese painting teaching in the Art Education in China, and the content processing of the Chinese painting teaching in the Arts Curriculum Standards and arts textbooks, some rationalized proposals of Chinese painting teaching to the primary and secondary school will be proposed. The fourth part brings forward the developing directions of Chinese painting teaching, as well as some methods and typical cases. Finally, this article is summed up by putting forward the limitations and prospects of the Chinese painting teaching to the primary and secondary school.
