Since the 1990s, with fast development of transnational higher education across the world, quality issues emerge and cause the focus of the society. How to regular transnational higher education effectively, how to ensure the quality of transnational higher education, how to promote mutual recognition of the degree, diploma or professional qualification, have become the subjects of governments and international organizations. As a major transnational higher education exporter, the United Kingdoms, encourages higher education institutions active participation in transnational activities on the one hand, and attaches much importance to the quality on the other hand, in order to maintain international reputation. After over 20 years of exploration, the United Kingdoms currently has formed a fairly perfect combination of external and internal quality assurance system of transnational higher education. The paper, firstly reviews the development of UK transnational higher education and its current situation, then analyzes quality assurance system framework of transnational higher education, lastly put some suggestions on the construction of quality assurance on China's transnational higher education.The paper is divided into five chapters. The first chapter makes an introduction to the raise of the issue, the research significance, the literature review, the thought and the methods, and the definitions of relevant concepts. The second chapter reviews the history and current situation of UK transnational higher education. The third chapter, based on the description of current external quality assurance system, analyzes the regulation of transnational education in three main aspects, which are quality audit, professional accreditation and mutual recognition of academic and professional qualification. The fourth chapter, based on the description of current internal quality assurance system, chooses two cases to analyze the quality assurance mechanism by British universities, their experience and shortcomings, one is the cooperation between University of Nottingham and HKU SPACE in Hong Kong, the other is the cooperation between University of Huddersfield and Guangdong Technical College in China. The fifth chapter summarizes and analyzes the features and shortcomings of the quality assurance system of UK transnational higher education; also put some suggestions to the construction of the quality assurance system of China's transnational higher education.
