As the New Curriculum Reform carrying out in China, delegating the management of curriculum power to the teachers has cause many problems in practice, which influence the teacher's professional development and curriculum attainment promotion.The primary school education is the basic of education, and it serves the students'whole-development. So research on the teacher's curriculum power in primary school has a good impact on extending the students'developing space and improving the primary teacher's professional capacity.Research finds that the primary school teacher has little curriculum power in decision-making of the whole country's curriculum policy. During the educational practice, they only can take part in making the choice of teaching content and teaching methods and making some accommodation to the text. Second, the curriculum resource is a key factor in teacher's teaching practice. The primary school teachers can choose what they what, can use what they need, develop what they are interested in and so on. The parents and the society have become the teacher's strong backing, which both can support the teacher as possible as they can. Third, the teacher can realize their curriculum evaluation power in curriculum standard, content on teaching and the student's behaviors during the course study. And also, the teacher can make a fair evaluation based on the student's subject mark, psychological and emotional development level. Finally, we should realize that there is some imbalance between schools, and this imbalance still exists between teachers.
