A Study On Interest Subsidies Of The Student Loan And Its Relative Efficiency

Student loan is the important way to help the poor student access to the higher education, the fiscal interest-subsidy is one of the important policy tool, it reflects the government and the society pay the intention to the poor student, and for the social equity, the intensity and powerful of government aid to student loan is rely on the technology of the fiscal interest-subsidy in this case, it is very significant to conduct peculiar research into the interest subsidy of student loan.The research mainly consists of the following four parts. Part one is the theoretical research on the fiscal interest-subsidy of the student loan. As a lever mechanism, fiscal interest-subsidy can glue and start the social capital with a small amount financial fund, it's the best choice for government take the active financial policy. According to the target,period,the amount, we can divided the fiscal interest-subsidy into different way, such as the fiscal interest-subsidy for the student, or for the bank,in-schoool period, grace period, repayment period, full interest-subsidy, moderately interest-subsidy, fixed interest subsidy. Different technology of the fiscal interest-subsidy can produce different kinds of student loan.Now,in our country, Government-subsidized Student Loans is take the full interest-subsidy for the poor student when they are in school.Part two focuses on the international practice of the repayment of student loans. With the help of comparative methodology, this part compares both advantages and disadvantages among the interest free loans, no real interest student loan, moderately subsidized interest loans. Different technology of the interest-subsidy is for different group of the student.Part three is about the situation and problems of interest-subsidy in our country. Tracing our interest-subsidy of student loan policy, the research analysis the process of the interest-subsidy between the school which belong to the central ministry and the state university which belong to the local government.Part four is focus on the relative efficiency of the interest-subsidy student loan. It analysis the work of interest-subsidy student loan in thirty one state,discuss the relative efficiency of the interest-subsidy. Using the DEA model, the result appears our interest- subsidy has some scale efficiency, but its technical efficiency is low, they are not develop balanced in our country.
