With more than one hundred years' development and the popularity of voluntary service, volunteers play an active role in all corners of the world, such as international humanitarian relief or community voluntary programs. In china, volunteers have also made great contribution to social development in the aspects of community service, environmental protection and poverty relief program and so on. They have done an excellent job in 2008 in that they became a significant relief force in 5.12 Wenchuan Earthquake in Sichuan province and Beijing' image in the 29th Summer Olympic Games.China has witnessed great achievements in voluntary service and volunteer protection over past thirty years, but with the development of voluntary service in China, many problems concerning volunteer's liability and its protection are becoming more and more obvious. Owning to the late start, the vacancy of national voluntary legislation and imperfectness of management mechanism, there are a number of problems in volunteer protection. From the death of Feng Yong in Hoh Xil, Qinghai Province to the predicament of anti-pocketing volunteers' rights etc. continuously revealed the plights facing Chinese volunteers. Namely, the volunteer' legal status is ambiguous, volunteers and their service hardly gain recognition and respect from the beneficiary or the public and their personal security and health can not be guaranteed. Under these circumstances, the absence of volunteer protection not only impedes citizen from their rights but also hinders the advancement of voluntary activity and the fulfillment of harmonious society. Thus, it is terribly pressing and necessary to protect volunteers' liability by perfecting concerning legislation and management system.The paper tries to put forward some suggestions on volunteer protection in China by drawing lessons from developed countries and districts. It mainly consists of following parts.In Chapter One, the author defines volunteer from a generalized angle and divides volunteers' liability into rights and interests. And then the paper analyzes the reasonableness and necessity of volunteer protection by such theories as the legal status of volunteers, the respect and guarantee of human rights and the relationship of altruism and egoism. Chapter Two focus on the current situation of volunteer protection in China by emphasizing the plights facing volunteer protection and the legal and institutional causes behind these phenomena. Chapter Three draws lessons from successful experience and shortcomings of developed countries and districts. Volunteer liability protection, risk management etc. have certain reference for China. In Chapter Four, the author brings forward suggestions on volunteer protection in China from the positions of government, volunteer organization, the public and volunteer.
