Since the university enrollment expansion in 1999,universities had been constantly increasing their investment in high education,while making great efforts in infrastructure construction,improving school-operating conditions and the quality of teaching,hence improving their competitive power.While greatly boosting the development of high education, the increment in the scale of university construction project also exposes some problems that cannot be overlooked,such as low performance of the investments with high loss and waste rate, loss of assets,and redundant low-level development,etc..The problems above not only hampered the healthy development of universities,but also caused great loss to the country and universities.Nevertheless,the current evaluation for university construction projects has the following drawbacks:First,the majority of these evaluations are after the project,hence the result becomes meaningless since the project is already done.Also,no perfect evaluation system is being used,economical evaluation method is being widely used and the specialty of high education is merely ignored,while the purpose of the evaluation for university construction projects itself is to assess the project more realistically and roundly.The University Construction Projects Performance Evaluation System is a alternative and creative research that applies the theory and method of performance evaluation into construction projects based on the aspect of universities,which stands for the purpose of justifying the distribution of the universities' resources,standardize the investing channel of construction projects and consummate the evaluation for university construction projects.It is a brand new concept and a initial study.This article first introduces the concepts about university construction projects, performance and performance evaluation,and established the grades of evaluation for university construction projects which suits the condition of Chinese universities based on the current situation of performance evaluation for Chinese university construction projects. Secondly,constructs university construction projects performance initial evaluation index system based on the fact of Chinese university construction projects and following certain index construction rules,and proceeded an index optimization filter using Delphi method, hence constructs university construction projects performance evaluation index system. Immediately after,constructs the fuzzy neural network credit evaluation model by MATLAB software using fuzzy neural network as the main part,modifying the transfer function and the nerve cell connecting weight using fuzzy theory,Last but not least,analyzed the instance of XX university XX project.
