In the late decade of the Qing Dynasty, the Qing government implemented the New Policy, and then the secondary education of Henan Province has begun to be established, which is not only the early stages of development of secondary education in Henan Province, but also a turning point of education in Henan, which has laid a foundation for secondary education in Henan. This essay conducts a comprehensive study of secondary education in Henan Province at that time, and it analyzes the reform of secondary education in Henan from various aspects, especially from the aspects of quality of teachers, source of students, curriculum and instruction, usage of textbook, examination and graduation, school management, source of education funding etc. This thesis also puts emphasis on the secondary educational condition in Henan in the late ten years of the Qing Dynasty, so that we could understand the development of secondary educational condition which takes laws, decrees and the policy as the background in Henan Province in the late ten years of the Qing Dynasty.This paper is divided into four parts.The first part outlines the background of educational reform in the late Qing Dynasty and the emergence of secondary education. It focuses on the establishment of Henan's secondary schools at that time, and analyzes the entire developing conditions of secondary education at that time by means of the forms.The second part discusses the developing condition of Henan's secondary education, specifically, this part analyzes the state of secondary education at that time from the aspects of faculty condition, the students' information, the curriculum and the use of textbooks, examination and graduation etc.The third part explains the management of secondary education and the sources of educational funding. It mainly introduces secondary educational system, regulatory agencies, the internal regulatory authority of schools and the position which the regulatory authority takes and the role which it plays during the process of the secondary educational forms in Henan. Educational funds mainly come from the funds of old college, government funding and tuition income.The fourth part makes the evaluation of secondary educational development objectively in the late ten years of the Qing Dynasty in Henan Province. Through several comparisons between Henan and Henan's adjacent province Hubei, this part analyzes the progress that the secondary education in Henan achieves and the shortcomings which exists in the developing process at that time.
