The assessment of students' Comprehensive quality(ASCQ) is one of the two aspects which the new curriculum proposed(academic assessment and assessment of Comprehensive quality).In this paper,the research arises from the ASCQ and the development of ASCQ system.The confusion of the assessment of students' comprehensive quality is displayed in the following aspects:the assessment criteria is difficult to quantify,which is hard to reflect the overall development of students;objectivity and fairness of assessment results are being challenged;there exists the problems from the use of students' portfolio;and there are difficulties in applying the results of the assessment to the further studies etc.Meanwhile,the system of assessing the students' comprehensive quality based on an electronic platform (ASCQBEP) has many advantages,for example,it can increase the real-time of the assessment process,formulate more personalized assessment program,and lay emphasis on the process of assessment.And it also has powerful data analysis function and can accumulate students' works effectively,so it can be very easy for us to make good use of the assessment results.This research mainly focused on three parts as followed:The first part mainly describes the theoretical underpinnings of the ASCQBEP.The theories include students' development theories and system design correlation theories.The present conditions conducive to actualizing the ASCQBEP are also covered in this part, including the practice of new concepts of evaluating the foreign students,the protecting policies of our country,the development of science and technology and the application of portfolio assessment in China,etc.The second part reveals the design of the assessment system of primary and middle school students' comprehensive quality based on an electronic platform.On the one hand,it studies the design concept of the assessment system of primary and middle school students' comprehensive quality based on an electronic platform,such as its suitability to multi-body assessment,its simple assessment process,its scientific assessment etc.On the other hand,it studies the design process of the ASCQ system,including system requirements analysis, system analysis of three-tier model structure,analysis of technical support and functional analysis of the system implementation,etc.In the last part,this paper discusses the effective strategies to develop the ASCQBEP. Generally,it is elaborated from four aspects:First,the related system of the ASCQ should be set up and improved,such as surveillance system of safeguards and system use and maintenance system.Second,participants in the assessment should be trained and guided. The trainings include the system manager training,the teacher and the assessment organizers' training,and instruction for students,etc.Third,the funds should be assured to guarantee the improvement of the system,including the funds to maintain the system operation and its improvement.Fourth,the assessment functions of feedback and development should be strengthened,including the establishment of the periodic assessment of the results reporting system and students' regular assessment and exchange activities.
