Carrying out the administering education according to law and incorporating the teaching management and the activities of running schools into the legal track are the main ideas of the deepening educational reform and promoting the development of the education. And they are also securities to complete the historical mission of education. Governing universities according to the law is the necessary requirement of the governing the country by law. It is the main idea of the administering education according to law.With the expansion of higher education in 1999, China began to carry out the policy of higher education, College enrollment scale of rapid growth of Chinese higher education has turned a new page. Since then, the university enrollment expansion in mainland China, nearly three times the public institutions of higher learning practice the relevant national education management, investment, recruit students, school administration, teaching and scientific research and graduate employment etc. Various reform measures. China's current Education Act and Higher Education Act were carrying out in 1995 and 1999, guide the practice of the rules and regulations such as Regulations Concerning Academic Degrees in the People's Republic of China, the higher school student behavior criterion "and" ordinary high school student management regulations is formulated separately in 1981, 1989 and 1990. Only in this way can we ensure the normal running of university administrative power, safeguard the lawful rights and interests of the students.
