In the context of kindergarten-based teaching research, the focus of the teaching research has been shifted to the kindergarten, namely, from same scheduled teaching research mainly relying on Teaching materials and teaching method from top to bottom, to individualized kindergarten-based teaching research as to resolve problem themselves. What changes will this reform bring to the role and function of the Monitors of Shanghai Municipality? We can see that in the exploration of the kindergarten-based teaching research, the Monitor of Shanghai Municipality have been entitled the role of professional leaders. What is the demand of the kindergarten for professional leading? Is the Monitor of Shanghai Municipality competent for the professional leading? How is the self-identity of the Monitor of Shanghai Municipality? Taking the Monitors of preschool education of Shanghai Municipality as an example, the study discusses the professional leading demands of teacher in kindergarten-based teaching research and the practice of the Monitors of preschool education of Shanghai Municipality for professional leading. By summarizing the good experience of Monitors in professional leading, we can find falls between them and find out the reasons, thus to provide suggestions for the monitors to play a better role in professional leading.The study include three sections:First, work pattern and mechanism of tertiary structure teaching research have been revealed. The current situation of the work pattern and mechanism of tertiary structure teaching research is analyzed through questionnaires and interviews. The result shows that municipal, and region teaching research play an important role in kindergarten-based teaching research.Second, teacher's professional leading demands have been surveyed and analyzed. In use of questionnaires and case study, the result shows that there has been a great demand for professional leading in kindergartens, but teachers' demands can seldom be met.Third, the function of preschool education Monitors for professional leading in kindergarten-based teaching research is survey and analyzed. Questionnaires and case study are used to investigate the current situation of monitors' practice in professional leading. The result manifests that the Monitor of preschool education of Shanghai Municipality play a professional leading role in kindergarten-based teaching research. The main form that the Monitor of preschool education of Shanghai Municipality participate in teaching research is the live group activity. Moreover, the main confusion for the monitors is how to combine of the practice of kindergarten and kindergarten-based teaching research.According to the conclusion, we put forward some suggestions to the Monitors of preschool education of Shanghai Municipality: right role orientation in the process of teaching research, paying attention to follow-up action in the process of professional leading, congregating the power from all aspects to expand the professional leading team, calling for individual professional leading, gradual perfect the work pattern of the tertiary structure teaching research.
