Research On Optimum Structure Of Education Investment Under The Dominant Public Invest

Along with the development of the economy, particularly the arrival of the knowledge-based economy, our country pays more attention to the education. Under the socialism market economy system, education investment mainly comes from public devotion. The education investment of our country is short in the long-term, with the result that "Chinese education reform and development outline" which was published by the CPC Central Committee and the State Council in 1993, emphasized: "Increasing the education investment is the basic measure that makes education as a basic strategy." So, under the shortage of budget, how to make full use of the limited resource becomes key point to implement the strategic education measures, and it is very useful to our social development.According to the related literature, the existed studies mainly concentrated on the relationship between the total amount investment and economy, and the research in the structure of education investment was very lacking. The research that already existed paid attention to horizontal structure, namely to focus on the allotment of education investment between different regions. This text with investment structure for a breakthrough point, writer researched the relationship between the education investment structure and the development of economy. According to fact that the existed research mainly paid attention to the horizontal structure of the education investment, this article tries to research on vertical structure of education investment.Based the essence of previous studies, this text tries to build up a reasonable education investment structure. On one hand, this article put forward a horizontal structure model of education allotment, and verified its usefulness through the data emulation. The horizontal structure of education investment mainly set out from the equity, the government can use this model to adjust the horizontal structure of education investment by controlling the distribution of the central public finance proportion. On the other hand, writer selected the vertical structure of education investment by comparing different education grades' contribution toward economic growth rate, and used the historical data to return this model, got the mathematical result of vertical structure. At last, by contrasting with existed investment structure, writer put forward some policy suggestions to optimize the structure of our country's education investment.This text mainly includes four parts: Chapter 1 introduced the education investment theories. Chapter 2 paid attention to the current situation of our country's education investment. Chapter 3 discussed the optimum education investment structure. According to the current situation of our country's education investment, and the conclusion of third part, Chapter 4 turned to put forward some policy suggestions towards optimum structure.
