The core of the curriculum reform is the curriculum implementation. It is a process in which curriculum reform is put into practice. The focal point of curriculum implementation is the extent of reform in practice and the factors which impact the extent of reform. Through the analysis of existing theory, the study is based on"Comcern-Based Adoption Model"(CBAM). 207 biology teachers from 26 high schools in Tonghua area, Jilin province were investigated through"Stages of Concern Questions"(SoCQ) about their levels of concerns. The results showed that high school biology teachers in Tonghua area are at the stage of information concerns on average. The teachers with different seniority are at different stage of concerns . Most of the teachers are at the stage of informational concerns, and the teachers who are at the stage of awareness concerns or consequence concerns are less. Based on this ,recommendations are given that groups of teachers should strengthen their own self-cultivation towards professionalization. In addition, appropriate interventions to the new curriculum reform is the key to promote it to success. The departments concerned should take appropriate interventions to ensure that the implementation of the new curriculum is effective.
