Study On The Resource Constraint Problem In "Teaching Aids Site Management" Project Of S University

Project management, as a kind of burgeoning study and specialization manage method, is popularized and promoted rapidly in the recent years. At the same time, the resource constraint problem of the project can not be ignored.Project resources, including implementation of the project required manpower, equipment, materials, energy and a variety of facilities. Project resource plan involves the decision as to what kind of resources (people, equipment, materials), as well as the amount of resources will be used to project the implementation of each work process. Project available resources come from the plans, but complex project implementation environment will make the perfect plan come the nothing. Insufficient resources, it puzzled the implementation of the project frequently. Project managers on the project plan required the implementation of stringent monitoring, when a situation of resource constraints, we should adopt a flexible means of control to address the problem of insufficient resources. Project managers should ensure that the project as much as possible the implementation of the plan by the baseline, the greatest degree of reduction plan change to enable the projects to achieve the desired objectives.Even so, subject to the restrictions of available resources, there is probably some of the projects will be suspended. However, desire for the success of the project, many project managers are trying to break through the possible resource constrains.The purpose of this thesis is to resolve the practical problems during the project works as well as how to breakthrough in the completion of the project resource constraints. I hope to find a safeguard of the scientific research resources at colleges and universities under the current regime.From the characteristics of scientific research activity, it is a kind of typical project, in addition to traditional project management complexity, purpose, uniqueness, centralization of power and creativity, professionalism, etc., universities research and devise project management also has lots of its own characteristics, such as strategic, risk, continuity, succession, intelligence-intensive and team effectiveness, etc..Colleges and universities in scientific research work is often used weak matrix project organization. In this organizational structure, the resources available for each project are very limited, at the same time functional departments share very rich resources. When these resources are a lot of generic, could be replaced.In response to these circumstances, this paper presents the project resource optimization improvements. Use"Teaching Aids Site Management"MIS system construction project management as a empirical case study for the solution of resource-constrained problem, elucidate the importance of concentrate on project resources, introduce the background of the project development, with the environment for the survival of the project. On the basis, start with the concrete operational level, select the management mode, set up project team, optimize job decomposition, implement project control and performance assessment, proved a flexible solution to the project resource-constrained problem can increase the probability of success of the project.This article explored the establishment of a suitable solution to the characteristics of my school resource-constrained, approach to improve the quality of the research of the projects meanwhile to protect the project's implementation. I hope it can have the same demand for project managers provide useful lessons.
