The Process Analysis And Construction Of Volunteer Management System

After China proposed the objective of constructing socialist harmonious society, the volunteer service has been widely accepted by the society as an important measure of constructing spiritual civilization. In the current period, the volunteer enterprise develops rapidly, and the number of volunteers grows continuously. When the Beijing 2008 Olympic Game is approaching, the volunteer service has entered the new age of irregularly rapid development. However, China's volunteer management is still in an initial stage in the current time. No matter in the central or regional volunteer organizations, there is no a set of complete and effective system of volunteer management.Tsinghua University, as one of the universities which had the earliest volunteer service and the experimental unite of Olympic volunteer, also faces the contradiction between the flourish of volunteer service and the original straggling system of volunteer management. The management of volunteer has become a deficit that restricts the whole volunteer work.Aiming at this situation, this paper draws on the approaches of Business Process Management and Business Process Reengineering in the field of Industrial Engineering and the successful experience of these approaches in enterprise management; based on the specific investigation on the operation of China's volunteer service and the current situation of volunteer work in Tsinghua University, constructing on the thought of Business Process Management and focusing on Tsinghua University's management system of volunteer, this paper analyzes and points out the main problems existing in the original management system of volunteer by adopting the theories and the approaches of Sociology and Organizational Behaviour; Based on this analysis, the paper advances the demand of function and work process of the new management system of volunteer, and compares it with the original one; By using the approaches of Business process reengineering and optimization, this paper analyzes and designs the system in terms of its data, organization, function, and process; meanwhile, this study fulfills the new management information system of volunteer in Tsinghua University.After exploring the management information system, this paper collects the operational data in the year of 2007 (from 2007-01-01 to 2007-12-23) from the actual work of Tsinghua University's Zijin volunteer team, compares and analyzes this data with the previous one, and examines the management information system of volunteer and the efficiency of the Tsinghua University's management system of volunteer which is constructed on the base of the management information system. Building on the results of this examination, this paper explores to further improve the organizational structure of Tsinghua University's volunteer service and to complete the new management system of volunteer. This new system realizes the optimization of the work process and the improvement of the efficiency of the volunteer work, reducing the waste of the organizational resources, encouraging and protecting the volunteers, and improving the authority and the credibility of the volunteer organization and its department of management.
