Innovation is not only requirement of the development of one country, one nation, but also reflection of the country with great vigor and vitality. In a period of whole nation's emphasis on innovation, training college students'innovation ability on science and technology has become an important task in higher education. Extra-curricular activities on science and technology have a positive guiding effect in strengthening students'innovation intention, developing students'innovation ability and improving the ability to explore and learn. Wuhan University of Science and Technology attached great importance to students'extra-curricular activities on science and technology, it has got a number of good practices and has also made much prominent achievements. However, Flourishing practice has an urgent need for systematic theory to guide. As a result, to deepen college students'understanding of innovation activities on science and technology and to do a theoretical study on it in order to build a scientific operational mechanism and management is an important issue with practical significanceSince the time of reform and opening up, with China's reform and development in field of science and technology, economy and society, as well as higher education, Chinese universities'innovation activities on science and technology has gone through three stages of development course (the early 80s-1989; the early 90s -1999; After 2000). Extra-curricular activities on science and technology in Wuhan University of Science and Technology has shown a good momentum of continual development and demonstrated the vigorous vitality in these three stages. However, the deep-carried-out activities bring a number of critical issues, such as students lack participate enthusiasm, activities are not with high quality, operational mechanism is inadequate, development is unbalanced and such so on. But the real problem lies behind their out-dated thinking,improper positioning and lack of system theoretical guidance. In this paper, there is a comprehensive,deep analysis and research on innovation activities on science and technology of university students, with the use of the system methodology, combined with theory knowledge on education, management and other aspects. The article analyzed the carrying-out state of extra-curricular activities on science and technology in Wuhan University of Science in-depth, gave a systematic combing and conclusion, finally proposed an idea of constructing a system of students'extra-curricular activities on science and technologyBased on the empirical experience gained from years'of participating in students'extra-curricular activities on science and technology, the author researched theory about that and then used distillated theory to instruct practice. It has strong practical value for promoting extra-curricular activities on science and technology in Wuhan University of Science and Technology, meanwhile, Wuhan University of Science and Technology as a province-owned common school, the research results have significant promotion value.
