Personnel agency means that under the condition of socialism market economy, Personnel service agencies which is permitted or authorized by personnel departments, commissioned by the units and individuals, use the social services mode and modern meansures to transact concerned personnel operations for the clients according to the specified legal and policy provisions. This system is a new personnel management mode born from the market economy conditions, and it is a new creation from the traditional personnel to the modern human resources management. It has great significance in nurturing and developing the talent market, developing human resources, promoting personnel system reform in enterprises and institutions and driving the economic development.In the 17th National Congress of the Chinese Communist Party, the strategy of reinvigorating China through human resource development was identified as one of the three foundational strategies to implement the scientific outlook on development, and "to establish a unified and normative human resources market" was put forward clearly. Talent agency work is facing a rare development opportunity, as well as higher requirements for its development. Opportunities go along with competitions. This paper adheres the basic viewpoint of the scientific outlook on talent and scientific outlook on development, in accordance with the "people oriented " concept, uses the useful thinking from human resources management, and integrates the actuality of personnel agency work of Jining City to expatiate on the concept, characteristics and actuality of personnel agency.As for the Jining personnel agency work which is began from 1998, its personnel agency units and personnel increases tremendously, services contents innovates continuously, service level improves markedly, service consciousness enhance significantly, and professional and informational construction has been significantly strengthened. To implement personnel agency for the new staff entering the institutions breaks new ground in Shandong province, and can be seen as the "ice-breaking journey" of personnel system reform in institutions, also it made a good propaganda for personnel agency work. Establishing Party committees for the mobile personnel also walks in the forefront among the work of the whole province. Organize to develop and use Jining City Personnel Agency Information System greatly enhances the efficiency of personnel agency work. To form the secondary (primary) appraisal committee of engineering technology in Jining City, to improve the endowment insurance commission system, to clear up standardly all personnel agency file and input into information systems, to set up the personnel agency commission registration place for the personnel examination, and relying on the establishment of personnel agency staff collective households to implement the "first settle in, then obtain employment" policy for the high-level talents, these actions brought leap development for the personnel agency work.Certainly, there are a lot of problems in the personnel agency work of Jining, such as the outdated concept of personnel agency, lack of innovation, barren services contents, rough service level, high demand from commission units and personnel can not be resolved, endowment insurance stays in the initial stage, the flew Party members are not experienced in social management and furious competition with labor and human resources department. Aiming to the above problems, this paper proposes countermeasures and suggestions such as changing concepts, highlighting the services advantages, changing the work manner, expanding personnel agency target, item and space, handling well executing the law and coordinating personnel service organization and industry competition between personnel department and personnel services. By these countermeasures we could strengthen the personnel agency services functions, improve the service system and operational mechanism and improve supply capacity and service levels of public services so as to promote the healthy, rapid and orderly development of the personnel agency work.
