The community college is an education and training entity which set up in community .It is approved and supervised by Administrative Department of Education. It is mainly provide the community members with higher education, vocational and technical education or social and cultural education. It has many kinds which include Transfer Education, Vocational Education, Continuing Education, Community Service and Remedial Education. It has distinguishing feature: it adapts to the demand of market and community; the entrance is very convenient and tuition fee is very cheap; the school-running model is very flexible; it also pays attention to skill training. This article tries to analyze the functions of community college from the Theory of Regional Development. It can enhances regional competition and promote the regional economy; it can realize regional gradient of regional economy .As well as, it can provide technological innovation's advantage of backwardness .Since 1990's, the role of community college abroad included training target, school-running model, school-running concept and the way of operation has changed. On the basis of Enlightenment from the community college abroad,Our national community college ought to meet the social economic development.It must have active participation in market competition.It must reply the challenge in time. At present, the home community college faced the challenges of knowledge economy and scientific research. We also faced the challenges of brain drain, talent-structure adjustment, diversification of the education subject and ideological and political education.We must boost reform the locative management of community college. We also carried out strategy on harmonious development of regional economy.It analyzed the reality of social economic development of high-tech zone in Sozhou .Combined the target and thinking of future development in high-tech zone, the author thought it was incoordination between community and social economic development .So it tried to construct community college's working system.On the basis of regional economic development,for the sake of benign development between community and social economic development, we must take many measures which included the teachers construction , course construction , scientific and strategy evaluation.
