A Tentative Study On Ways And Policies For Colleges And Universities To Serve The Construction Of The New Countrysides In Hubei Province

In response to the 16th Central Committee of the Communist Party of China (CPC), the construction of new countryside in Hubei province is an important and strategic measure taken to realize socialist modernization in Hubei, in line with the 11th Five-year Planning Outline of Economic and Social Development in Hubei Province. It entails higher education for the development of agriculture, the advancement of the countryside, and well being of the peasants. In view of the economic and social development of the countryside, therefore, the institutions of higher education in Hubei should strive and take on the great mission of new countryside construction.Considering the call for higher education and the problems with the institutions of higher education in construction of new countryside, this paper centers on the study of the basic characteristics of higher education, and puts forward measures the institutions of high education should take to serve the construction. It follows the external-relation rules of higher education, and guided by the theories of social service function of higher education institutions, the paper employs relevant theories and research methods such as documentary method, investigation method, and case study method. It embodies a combination of theory with practice. In addition, the paper proposes some policies to the government, institutions of higher education as well as the countryside.The body of the paper can be divided into six parts.In the first part,it discusses the concept of heigher edcation institutions serves the construction in Hu bei province and its theory basis. In the second part, it analyzes the necessity and possibility of higher education serves the construction. By analyzing the social service function of higher education institutions and the demands of higher education in the prcecss of construction new counryside, the paper states the rerason why higher education institution should serve the counstruction of new countryside. In the third part, it studies the present situation and problems when higher education serves the construction. The paper concludes problems existing in the government, higher education institutions as well as the countryside. Besides, it answers the questions why higher education institution should serve the construction of new countryside. In the forth part, by analyzing some successful cases on higher education serving the construction in other provinces, it provides some experience and inspiration for higher education institutions in Hu bei province.In the fifth part, it offers some alternative and practical measures to higher education institutions to serve the construction by the analysis of demands of higher education in the normal process of constructing new countryside. In the last part, it proposes some policies to higher education institutios. By analyzing the problems of th egovernment, higher education instiution and the countryside in the procedure, the paper proposes some policies to the government, institutions of higher education as well as the countryside, so as to solve the questions how to accelerate and guide higher education institution to serve the construction of new countryside.
