The ages aring a knowledge-based economy for 21 centuries, science and technology is the core of knowledge-based economy, the innovation is the soul of knowledge-based economy.Each nation and regions is building up with the national creative system and district creative system progressively.The high school play an important role in the national creative system and district creative system , therefore, the development of high school becomes each work point of nation and region.In the meantime, high school exists a vigorous competition, the core main factor of competition ability is the science and technology creative ability.Therefore, high school must develop the science and technology creative ability .Hebei is a big educational province, the science and technology creative ability of high school in Hebei hasn't got full development at present.Therefore,the research of Hebei high school's science and technology creative ability is very important,which is profitable not only to the national creative system but also to the school itself.The science and technology creative theories and the policy is the paper's point.《The collected materials of statistics data about university and college science and technology》published by Science technique department of Ministry of Education is the paper's foundation.The statistics data between 1996 and 2005 years is the paper's basis. The paper makes use of lengthways comparison and horizontal comparison to research Hebei high school's scientific and technological creative ability from three faces:the technical innovation investment,the technical innovation production and the technical innovation transformation.On the basis of it, we find there are much shortage in the science and technology creative ability in Hebei's high school.In conclusion, we give suggestions to put forward the high school science and technology creative ability .This paper is composed of three parts. In the beginning of the paper introducing a problem to put forward and study meaning, study an overview, way of thinking, method and frame structure of research.The first part introduces a high school science and technology creative ability's theories foundation and policy analysis. The theories foundation of high school science and technology creative ability includs Schumpeter's creative theories , technique and the system creative theories, national creative system theories , district and national theories .The policy with high school science and technology creative ability includs the main policy contents of national central government and local government in Hebei.The second part introduces the present condition and problem of Hebei high school's science and technology creative ability , including high school science and technology creative ability in Hebei lengthways comparision, high school science and technology creative ability in Hebei of horizontal comparison, comprehensive result analysis.The third part intrduces countermeasures to promote high school's science and technology creative ability from two angles: the outside of high school department factor and high school itself.
