The pursuit of equality and democracy education is thousands of people's education ideals. And the balanced development of compulsory education is the premise and foundation. For so many reasons, China is not a balanced development of compulsory education for a long time. Although the government has taken a number of measures, compulsory education is not balanced development is still an indisputable fact. In this paper, based on China's national conditions, make recommendations to solve County internal imbalance of compulsory education developmentThe paper consists of three parts: Introduction explained the reasons for this problem, the previous research results and the focus of this paper; The first part is an example from Ningjiang District, Songyuan City. First through detailed data between urban and rural areas, inter-schools, we can see the compulsory education development is not balanced, then analyze the reasons and the weaknesses of the situation; The second part of paper explain the necessity for a balanced development of compulsory education; The third part is on the author'thinking to promote the balanced development of compulsory education in the practice. First, to enhance responsibility and establish accountability mechanisms of a balanced development of compulsory education; Second, we must create new systems and establish the protection mechanisms of a balanced development of compulsory education; Third, it is a positive action to take effective measures to promote the balanced development of compulsory education.
