The Institutional Analysis On The Question Of Graduates Employment In Inner Mongolia

Since the enlargement of the enrollment at universities, as a social community which the number is increasing bigger and bigger , hundreds and millions of college students have get into the line of laborers. Graduates have been turned from the"elitist employment"into"public employment". Under the serious difficulty of social employment, graduates have cut a conspicuous figure. Besides, the employment of graduates meets the peak of social employment. So the employment of graduates has become a serious problem and hot topic, which has attracted individual graduates, his family and the social attentions.Bing one of the big provinces, Inner Mongolia should positively deal with the employment of graduates as this can play an important role in making full use of talents, advancing the process of its economic modernization and building a harmonious society.Consulting the relevant document and collecting a number of data material, under the principle of combing theory and practice, the paper surveys and analyzes the present situation of national employment of graduates as well as the problem particularly appeared in Inner Mongolia province. It also works out some ways and means to cope with it.This article is composed of five parts:The first part: It introduces the selections meanings and the ways of research; summarizes the achievements of western employment, Marxism employment theories and the research of graduates'employment around the world.The second part: It reviews the history of graduates'employment policies in china and summarizes the present situation of graduates'employment.The third part: Through the analyzing the recent condition of graduates' employment in Inner Mongolia, it point out the flinty facts in the fact of employment.The fourth part: From the aspect of the conception those college students hold, employment mechanism both in policy and market and the system of higher education, combining the relevant theories of the institutional economics, it analyzes the reason of graduates'employment problem.The fifth part: Basing the experience of the western countries, combining the situation in Inner Mongolia, it elaborates the countermeasures and suggestions of the employment problem of graduates. Solving the difficulty is supposed to begin from the following aspects. It includes changing the idea of employment of graduates, perfecting the employment mechanism, reforming the system of higher education.
