Rural compulsory education is the base to promote the development of agricultural economy and society, and has been playing a role with the significance of foundation, pioneer and the whole and one in building the well-off society in an all-round way. The development of rural compulsory education has important significance of building socialism new village, promoting urbanization, realizing impartiality and modernization. Our rural compulsory education has got great achievement since its practicing, but the condition of whole weak hasn't changed. Currently, the development of our rural compulsory education is behind the level of city and is unsuitable with economic level. The problem has become the focus that government and scholars pay close attention to.Based on the theory of the whole history of our rural compulsory education and the institutional change theory, the thesis deals with the law, police and regulation of rural compulsory education. Through reviewing the historical evolution of rural compulsory education, the main purpose of the research is to seek the driving forcer of rural compulsory education, explore the factors that constrain the development of rural compulsory education ,summerize the experience and lesson and make some suggestions for future development.Besides preface, the thesis is divided into five parts:The first chapter introduces the historical evolution and characteristics of rural compulsory education from early 20th century to middle time of it. During this period, the popularization of rural compulsory education met difficulties owing to coutries' backward economics and unstable political situations. The system of city-centre compulsory education foreshadows the unbalanced development between city and countryside.The second chapter mainly discusses the development of rural compulsory education in planned economy period. After the foundation of new China, rural compulsory education progressed rapidly owing to a special attention paid to the development of rural compulsory education, but the education quality needs improve.The third chapter concerns with the policy of rural compulsory education after reformation. Great changes have been taken place on the investing body during this period: from ordinary people to government, from villages to counties, then lastly come into the category of public finance. The achievement attracts worldwide attention, but the problems and difficulty also exist. Genrally speaking, the situation of the development of rural compulsory education falls behind that of the economy becomes the bottleneck restricting our modernized course, which calls great attention of government and the society.The forth chapter based on the institutional change theory analyses our rural compulsory education in depth from different angles, pointing out that the key way of rural compulsory education change is forced institutional change. During the course of changes, randomeness and passivity appears to some degree. The fundamental driving force leading to institutional change is high gains and environment change. Path-dependence and rational choice of game body are all factors restrainting our rural compulsory education.Finally, the thesis makes some expectation of the prospect of our rural education compulsory reformation. Fives aspects will be covered in this part: the value orientation of rural education compulsory reformation, the responsibility of government, the future of the students after compulsory education stage as well as the supervising mechanism.
