This paper is based on the analysis of present education reform. Through the investigation of certain number of high schools, the paper explores the professional qualities of beginning teachers in elementary education, and reflects curriculum arrangement of a local teachers college. And also through the practical investigation in this teachers college, the paper wants to find some existed problems and provide some solved strategies.This paper is consisted of four parts:The introduction part briefly expounds the background of the study, defines the relevant concepts, summarized the study status, explains the basic issues and significance of research, and describes the relevant ideas and methods.The first chapter firstly discusses status quo of beginning teachers' professional qualities against the background of education reform, so as to offer a basic frame of beginning teachers' professional qualities for comment and judgment. Based on the investigation of a series of high schools in Anhui, through questionnaire investigation, study of documents, interviewing and observation, the paper shows, the beginning teachers possess correct education faith, comparatively firmed specialized knowledge, and can basically plan their career development. But their educational views need to be further perfected, their specialized knowledge quality should press close to realities, and some ability qualities i.e. changing ability ,research ability need to be further improved. So the paper concludes that, all these are closely related to their pre-service teacher education for their respective qualities. Based on the hypothesis, the paper casts the eye on research of teachers colleges' curriculum arrangement.The second chapter is the mainpoint of this paper. This part mainly discusses the teacher education curriculum arrangement of a teachers college in A province, so as to analyze this local teachers college's curriculum arrangement against reform in elementary education. Through the study of documents, interviewing and an informal discussion, the paper analyzes the local college's curriculum's general structure, respective curriculum contents and existed problems. The paper concludes, the local teachers college has a high proportion of major education courses, a proper proportion of general education courses but a poor curriculum content , a lower proportion of education courses and many defects in practical curriculum especially in teaching practice. The chapter also analyzes reasons of existed problems in teachers colleges' curriculum arrangement, the bondage of traditional ideas of running a school in local teachers college, curriculum arrangement eye blinded to market, the influence of teaching and managing system and limitation of "focused on theory" research style existed in higher education teachers etc. The third chapter puts forward some countermeasures based on the prior discussion. And it points out that local teachers colleges' future reform and development of curriculum arrangement should be directed toward establishing a curriculum view for serving elementary education and improving normal school students integrated qualities, constituting a team with pluralistic curriculum arrangement, erecting a credit hour system, improving respective curriculum construction, and enhancing guidance and evaluation to pre-service teacher education curriculum arrangement.
