Cause Analyses And Corresponding Countermeasures Of Unemployment Problem Of People With High Academic Qualification In Shaanxi Province

In the new history, graduates' assignment system has transferred to two-way selection from the old mode that is the government controls the students' occupation. College students' assignment innovation not only brings a developing opportunity to the graduates' assignment, but also brings endless pressure. How can they—an important talent resource be sent to the place where they are best suited to their abilities? This problem becomes a reality in front of us. This paper is to supply some theoretical and realistic bases to ameliorate employment situation and accelerate their reasonable assignment by the cause analyses and corresponding countermeasures.This paper analyzes the unemployment reason of the people with high academic qualification in Shaanxi province at present, by using western economics and pedagogy theory. From the research, the reason mainly exists in the following situations. Society: the influence of economy; negative effect of market economy's spontaneous adjustment; pressure from social whole employment situation; extension of higher education scale; un-criterion of market's employing persons with high academic qualification and graduates' blocked employment information. School: the laggard specialty design and teaching content is behind social development and market demand; school's basic construction cannot reach the requirement to expand students—recruiting; employment direction and the related education are not enough, etc,. Graduates themselves: their bias of employment conception; their ill psychology of choosing job and their lack of some abilities, etc,To solve the unemployment difficulties of those persons with high academic qualification is a systems engineering. This needs the government, society, family, school and graduates' collective effort and comprehensive treatment. The author proposes a series of countermeasures from the education angle by connecting with his own working experience: deepen higher education innovation, improve employment competition ability of the persons with high academic qualification, strengthen their ideology and politics education, correct their conception of choosing job, reinforce their employment direction, improve their employment skills, perfect employment service information system and accelerate the convenience of employment information.
