The Research Of University Governance Structure In The View Of The New Public Management

For a long time, the university governance structure of China belongs to executive-led, the essential features of modern university governance are not come true, such as university management legally, professor pursue the study, administration and learning separated, scientific management and so on. Its governance structure still exist some problems. In macroscopic tier, the national executive and college autonomy powers became unbalance, universities always depend on government and lack of independence, the positivity that society participate in manage university is not high. In microcosmic tier, the outstanding problems exist in inside university governance structure are the obligations between secretary of the party and principal defined unclearly, academic and administrative powers are unbalance, the powers and responsibilities among university, college and department are not right, personnel management system drops behind correspondingly. In the tidal waving of global information and technological revolution, the international competition of education became more and more drastic, the challenge of university facing also became unprecedentedly. Comparatively speaking to traditional university, modern universities' organized structure extremely complicated. It must be meet the government, society, market, university administrators, teachers and student groups' needing , incarnate sufficiently the value of various relevant interests of groups.In order to balance every social power, incarnate every social interest, exert sufficiently the roles of university in the future society, how to build and how to reform the governance structure of modern university? Currently, the views of researching are the Philosophy, Political Science, Administrative Science and Economics. This paper try to select the unique researching view of new public management to think university governance structure by rational on the basis of researched results, in order to expand the new view of university governance research, then put a new idea for building Chinese university governance structure.Compared with advanced countries' experiences like English and American, this paper applies new public management theories to make more in-depth analysis of Chinese traditional governance structure, and to rebuild the governance structure of our universities by the objective requirement of developing university and the new public management theories' inherent logic. In macroscopic tier, regulate the characters of government, strongthen the responsibilities of government service, improve positivity of social joining, rebuild independent and symbiosis prosperity relations frame among government, university and society. While in microcosmic tier, the reformational aspect of inside university governance structure need consummate the restrict mechanism of obligation plot in inside university, harmonize the relations between executive power and scientific power, practice managing mode of college implemented, exert the roles that new power principal part in inside university governance structure, establish reasonable and perfect university human resources development system and so on.
