| As the age of popularizing higher education is coming, so the management model of higher education is getting more and more attention. Both domestic and international experiences have shown that the educational management system plays an important role in the development of education. With the rapid development of higher education recent years in our country, the problems of its quality and management are becoming more and more apparent. The system does fail seriously. Therefore, the innovation of higher educational management system is an important issue.This article is based on educational service theory, institutional changing theory, and modern quality management theory and mainly uses the methods of literature research, theoretical research and comparative analysis to study the system changing track and its impact factors of China's higher education quality management, performances and the reasons for system failure, system innovation constraints as well as the promotion of innovation system, and other issues.In this paper, the quality of higher education management system that changes is essentially about a more efficient system to replace with a inefficient system. By analyzing its changing trajectory ,we found the convergence, the path-dependent, the slow pace of changing and its high innovation cost .The main reason led to the failure of China's higher education management system is the government loses its offside, systems design error, simple system design , imperfect systems, and uncoordinated system environment. Yet, the traditional culture and institutional environment system" and the cost also constrain the innovation of China's higher education quality management system..Higher Education Accreditation System, university ranking system, and supervision system of higher education have already been proven to be highly effective. And learning from these systems is an effective way to innovate China's higher education quality management system.China's higher education quality management system innovation must follow the principles of balancing fairness and efficiency, multi-agent participation, the combining inheritance and innovation. The innovation main body needs to change from single government-leading to the involvement of government, university authorities, teachers and students, as well as intermediary institutions. And innovative content includes the quality of higher education standards, certification system, supervision and evaluation system, and the system of performance pledging and so on. At the same time, by changing concepts, designing scientifically, enhancing the quality of managers, and system environmental optimization, it means to realize the system innovation of higher education quality management. |
