It has passed a decade, from the system combination of higher education in China in 1997 to the enaction of the policy about normal education for free in 2007. Why did this policy recur after abolishing for ten years? What's the primary cause? This paper tries to find out the answer in analyzing the process of enacting the policy about normal education for free.The main content of research includes: 1) A maximizing understanding on a level of the actual being of the policy making process, by interviewing the participators and collecting materials, is to describe the process in deep-going and historical way. 2) The discussion on the traits of decision makers in the stage of policy making agenda, planning and legalization. It was found that different decision maker played variant roles in variant way during the process.3) An influencing factor analysis of the policy making process in the"Multiple-streams frame-work"by Kingdon.This research considers that the free charge normal education policy resulted from the co-functioning of social elite, executive subject and political elite. The establishment of free charge normal education is accidentally conducted by elite, but not a "rational choice" policy process. The personal preference of decision maker played the vital role in the policy making process.Two research methods are included in this paper. The first is collecting information, and the other is describing and analyzing information and data collected. The information and data is collected by literature and interview. The method choosing is determined by the characteristics of research target, which means the method should be suitable with the research target.When describing and analyzing information, study strategy called process and events analysis and case study are included. The study strategy pays attention to the process of a logical event, describes and analyzes it, and explains the logic inside dynamically. Study strategy called process and events analysis means the process, a comparatively independent target, could be convert from a static structure to a dynamic process consisted of several events. The logic inside the event could only be shown in the dynamic process.
