The difference in China between two extreme in the society structure was increasing accompanying the economic development. The difficulty and emphasis for the harmony society in China are the social vulnerable groups. It is crucial to improve the life quality of the social vulnerable groups. The majority of the social vulnerable groups is the laid-off workers, due to that reason, how to improve the life quality of them has been given the first priority.Case study is employed in this investigation. The workers in Wuhan were studied case by case, analysis was conducted on the questionnaire collected after visiting. Focus was placed on the social interference effect on life quality. The social interference was divided into Utilitarian type, emotion entertainment, value based on the aim of the interference, to elaborate on different types of the social interference affecting on the life quality of the laid-off workers ,revealing the existence of the problem, the relationship between the laid-off workers and the life quality. In this study, 14 Wuhan unemployed have been interviewed specially on this question and on the basis of the case records a more in-depth discussion has been made through the qualitative analysis method. On this basis, a support system of the social interference has been proposed, the states as the principal part, the policy as the means, the communities, civil society organizations, enterprises as the carriers of the system.
