| Inner Mongolia Autonomous Region is an area with strong distinctive ethical characteristics. Since the People Republic of China was founded, owing to the State Council's spirit of the document on the strengthening work of snow and ice sports, Inner Mongolia Autonomous Region has been thought much of and the Speed Skating which gave priority to students has sprout up. Speed skating was held extensively in Inner Mongolia, which made a significant improvement in the results. Besides, a great many outstanding speed skating athletes welled up. At that time, the Inner Mongolia Autonomous Region had become one of the areas where national speed skating was a key project to be developed. However, since the beginning of the 1990s, speed skating was ignored because of the lack of the capital. What's worse, the functional department attached great importance only to the traditional sports such as horsemanship, wrestling, marathon, archery, shooting, etc. As a result, there were not enough reserve athletes and the speed skating in Inner Mongolia Autonomous Region was on decline. Although the functional department is now working on improving the status of speed skating in Inner Mongolia, it cannot solve the existing problems fundamentally. The future of Inner Mongolia Autonomous Region is still worrying. There are a lot of problems to be solved to restore and improve the speed skating. This thesis mainly adopts the way of literature and questionnaires, analyzes and concludes the factors of the declining on the competitive level since the beginning of the nation's founding. Furthermore, this paper explores the factors of the declining from the aspects of society, politics, capital, management, coaches, construction of gym, climate environment, cultivation of reserve personnel, etc. Using the domestic and overseas advanced experience for references, a Sustainable developmental countermeasure which is suitable for speed skating in Inner Mongolia Autonomous Region will be established from the strategic facet, providing theoretical basis and countermeasure for the development of speed skating in this region.Research shows that the main factors impacting on the decline of the competitive speed skating level in Inner Mongolia are as follows: speed skating being less valued by functional department; a shortage of funds and poor facilities; imperfect management system, resulting in a serious shortage of reserve personnel; less regular training for coaches, simply advocating experience and leading to a poor overall research capability. Therefore, in order to make a sustainable development of competitive level of speed skating in Inner Mongolia, the functional department should: enhance the extent of valuing and managing the speed skating sports and establish a reasonable and effective training and competition system; popularize speed skating in primary and middle school to enhance the training of the personnel reserve; perfect the coach training system and improve the comprehensive quality and capability of coaches; increase the investment of speed skating and improve the facilities to support training; combine training with scientific research to make the training more scientific and more reasonable. |
