| This paper discusses the problem of the combination of public and private schools in Chinese elementary education from the perspective of public administration. First it makes an analysis of the concept of education, the externality of education, and the combination system of public and private schools in elementary education, and then puts forward some suggestions involving the administrational organization of schools, teacher management, investment system, tuition and enrollment system.1. Based on the concept of taking education as a public product, an analysis is made on the characteristics of education, the externality of elementary education and the reason for the existence of private school education.2. Based on the development of Chinese education, the elementary education and the private school education, another analysis is made on the problem of the combination system of public and private schools in Chinese elementary education.3. Based on the researching findings of experts from home and abroad, some suggestions on the combination system are put forward.4. A case study on the reform of Changde Zhilan Experimental School from a state-owned school to a private one. |
