Research On Social Security Problem Of The Rural Migrant Workers In China

The rural migrant worker is a new typical labor, which spreads in every economy industry and made great development in cities and countries, along the opening-up policy and industrialization in China. However, due to many reasons, the social labor security and its rules are not to protect this type effectively. Therefore, on the call-up to harmonize a new society, this security for rural migrants has been highlighted on the spot.As for this security, serials of measures and provisions have been established to improve their rights in employment and working by Chinese government. And a sequence of achievements has been practiced largely by different regional administrations, through which, there are still some difficulties to overcome in income, housing, children education and welfare. The migrants'rights should be prevented more efficiently, for this is a key step to develop the economy, harmonize all walks and speed up social modernization. Hence, here comes the great significance on this research not only in theory but practice.On the ground of the rural migrant workers in the situation, the reasons and the impacts, this paper aims to study their social security in a macro-and-overall way. Based on this, a case"social security issue on Chang Chun rural migrants"is conveyed among Chang Chun rural migrant workers. Compared the statistics with the questionnaires"security on the rural migrants"in Shenzhen and Suzhou, this paper suggests three different aspects to accomplish this rule.Further analyses are detailed in 5 parts as below:First is theoretical study. In this part, the paper mainly introduces the background, relevant theories and the leading way adopted in the study. In addition, more explanations are to be defined clearly in rural migrant workers, social security, social insurance, social assistance, social welfare and social security rule. What's more, relevant analyses are to be summarized home and abroad in this paper. There are three views at home, in contrast with the more theories abroad, which include western social security theory, Marxism social security theory and theories on social security in Indian rural migrant workers. This comparison requires a mature option for a nationwide security in type. However, whatever security type it is, the aims to improve social security in their living conditions are never changed. Amongst those overseas theories will the Indian success in legislation definitely benefit our study in the study.The second part analyzes the situation and living conditions for the rural migrant workers. Three aspects are to be illustrated: social insurance, social welfare and social assistance. The paper explores social insurances in endowment, health, work injury, employment and birth. Form these five items comes naturally the conclusion that there is not any insurance taken for rural migrant workers in comparison with urban workers who enjoy all insurances deserved also by the rural, most of whom are still excluded out of the metropolis life as non-citizens. So this security issue is even severe for them.Reasons and effects followed by the issue are the focuses in the third part. The analysis proves that the reasons are caused by some system and non-system factors. The former includes household registration, employment, legislation and organization and the later includes discrimination on the rural, the unconsciousness to protect rights and the shortage in fund expenditure. To some extent, in other words, certain subjective and objective factors result in these reasons mentioned above, such as the motivation lacked by the rural and the shortage in funds.In some degree, the security issue has impeded to build the moderately prosperous society, to establish and develop the socialist market economy, to urbanize the nation and to stabilize the community, which, consequently, will re-impede the whole society in security system.A case study is employed in part four. This case is on the obvious issue in their social security, which is exploded by the three questionnaires in Chang Chun, Suzhou and Shenzhen to summarize the differences and the similarities in rural migrant workers. Note that the questionnaire on Chang Chun is designed by the author himself. On the above analysis, the paper comes to the outline in their real situations in security. For the rural migrant workers in the three cities, the unemployment is the most worry that reflects some defects hidden in the employment security system. The insurance research reflects no cover is taken for most rural migrants, which endangers their future security. In addition, there are largely lower welfare and fringes in housing and income compared to the urban.On the above analysis the suggestions naturally come out in the last part, which include the constructing and developing of social security for rural migrant workers, the outline to perfect the rural security system, the guidance and the optimization in the operation of social security.Last part is to summarize the four above parts and to propose the measures to build up the social security. Hence, for the difficulties and troubles in this issue, our administrations should take measurable ways to improve the social security for the rural migrant workers.
