The Analyze Of The Countermeasures To Shanxi Higher Education Adapting To Economic Restructuring

With the development of mass higher education in china, regionalization of higher education has become the certain trend in the future. The development of regional economy needs supports from higher education, the development of higher education is constrained by the development level of regional economy. They depend on each other and promote together. The development of regional economy is confronted with the two thorough fundamental changes: the planning economic system to the market economic system and the extensive economic increasing mode to the intensive economic increasing mode. The system and mode of higher education must adapt the request of market economic system and provide the intensive increasing economic mode with qualified talents. Market plays a decisive role in resources allocation in the Socialist market economy. It is the main index of higher-education resources efficiency. If the efficiency is high , society will provide higher education with more resources.Economic restructuring is the only way to achieve the aim of sustainable development during the period of Shanxi province. Economic restructuring needs many qualified talents and advanced science and technology. Higher education should play an important role in the process of economic restructuring. But higher education is constrained by traditional planning economic system, there are disjoints between higher education's teaching and searching, this becomes the hinder of the relation of higher education and society.This paper tackles the issue of the relations between higher education and economic restructuring of Shanxi province by comparative pproach.statistical method and method of historical documents. By analyzing the relations, I realize that there are four main questions now. Firstly, it is the restrict factor for higher education's function that the unreasonable distribution and Major structure of higher education ; secondly, the orientation of higher education cannot meet the request of the economic restructuring; Thirdly, the social service function of higher education is not yet enough developed; Fourthly, the deficiency of higher education investment is the main hinder of the improving of higher education quality. To make higher education and economic restructuring coordinate develop, we must persist the following strategy: Firstly, connotation development is the ultimate outlet, we should make higher education system optimization by adjusting the distribution of higher education,Major structure and hierarchy structure ; secondly, higher education should work out various rational training objectives according to the various needs of economic restructuring. Then make great effort to train qualified talents ; Thirdly, higher education should be an incentive aspect in the progress of economy increasing. Government should increase investment of higher education and promote establishing the combination mechanism of production, teaching and scientific research.
