In the intellectual period, human resource has been a very important strategic resource to the state economy and social development. As an important component part of human resource management, the performance evaluation is an indispensable system to manage, decide and control. It plays an important role in human resource management and has the function of controlling the process of the management. Thus, research on the system of performance evaluation is quite significant. Starting with the analysis of the problems existed in the performance evaluation of the academy support service personnel both here and abroad, using modern theories and methods of performance evaluation and drawing lessons from the advanced experience of the support service personnel both here and abroad, this paper has established the system of performance evaluation of the academy support service personnel through systematic analysis on the base of the close analysis of the reality of the academy support service socialization and the job category and the post responsibility of the support service. The whole indicator system has two levels, in which there are 3 first grade indicators and 10 second grade indicators. This paper has used Delfi method to determine the judge model, explained the marking standard, check means and the performance levels and designed " the table of performance evaluation of academy support service personnel " on the base of further research and analysis. This paper also has made a study on how to do further improvement of the system of the performance evaluation, This paper has explained and pointed out the deficiency and trend of the system of the performance indicators. This development would be a curling-up process of "negation in affirmation, affirmation in negation". So the research on the system of the performance evaluation of the academy support service personnel should be improved. This paper had made a elementary study which should be tested in practice.
