The core of education is instruction, and the key of instruction is teacher. So, improving teacher's instructional level and facilitating teacher's professional development is the key of high qualified education. This paper stands on the theory products and practical experience of American's teacher instructional supervision from the view of teacher professional development, and point out that the model of teacher instructional supervision should be changed from "authority controlling" to "professional improving", from "leading-directing" to "equal collaborating", from "outline directing" to "inside supervising". Thus it will be more effective to improve teacher's instructional level and promote teacher's professional development.This paper is divided into four sections:The basic content of the first section is to introduce the developmental course of teacher's instructional supervision in American. Basic on the historical experience, we point out that "developing" and "servicing" are the two character of modern supervision in teacher's instructional area, and it is the era's trend to using instructional supervision to improve teacher's teaching skill and to promote teacher's professional development.In the second section, we have to point out the idiographic theory of the teacher's instructional supervision in American. They are goal, content, factor and authority, here we has set a theory fundamental to our supervision practice introduced below.The fourth section suggested some advice to the instructional supervision in our country basic on the comparing from US to ourselves.In the third section, we have study on the implemental process of instructional supervision, and point out that the supervision action should be implemented differently with differentiated teacher, and be implemented surround with a particular problem in teacher's real instruction process.
