With deepening communications and exchanges across the Taiwan Straits, Taiwan compatriots living in Shanghai has become a special group among migrant population to Shanghai. Taiwan compatriots work, study and live in Shanghai. Meanwhile, their younger generation's schooling problem has aroused public attention. Accordingly, under the framework policy of Taiwanese Children's Schooling in Mainland, the Shanghai Municipal Government successively formulated series of policies and regulations for Taiwanese Children's Schooling in Shanghai, some of which proved successful and some failure. This thesis analyses those government policies. Based on several research methods, such as consulting papers, making comparisons, interviewing people concerned and carrying out series of surveys, this paper reviews the progress of those policies and analyses the contents, effectiveness, formulation, execution and defects of current policies.Studying nearby and establishing Taiwanese children school is the main content of the policies for Taiwanese Children's Schooling in Mainland. The policies for Taiwanese Children's Schooling in Shanghai are focused on three guiding documentations. The local education resources in Shanghai play important role in solving problems of Taiwanese Children's Schooling according to the correct policies. But contradiction and defects arise during the implementing of the policies, including deficiency of studying nearby, difficulties of identity definition and obstruction of entering a higher school. The main factors of these contradiction and defects are the policy characteristic, the policy itself, the executant's reason and the lack of policy resources.By referring to the policies adopted by other provinces and areas in Mainland and looking into the current situation and Taiwan compatriots' personalrequirements, this paper deepens the research to the root of this problem. Theimportant reasons are limited census registering, delay of effective education supply and the incomplete society management service system. At the last of the paper, proposals are put forward according to formulation and execution of schooling policies to formulate better policies for Taiwanese children's schooling in Shanghai. Firstly, as far as formulating policies is concerned, we should consult everyone's benefits, and adopt better policies, and devote much attention to formulating policies democratically and scientifically and provide sound external surroundings. Secondly, as far as implementing polices is concerned, we should see clearly the peculiarity of the schooling policies problem, better logic order of implementing policies in order to execute the policies faithfully and increase supply of policies resources to achieve the policy goal.
