In the course of western higher education development, there are two kinds of higher education philosophies which are disputed each other, one is based on epistemology and another is based on political ism. In the history of high education, these two kinds of higher education philosophy always dominate the development of high education. Sometimes epistemology plays an important role in the field of higher education, and sometimes political ism occupies the domination, and sometimes they are concurrence, confliction and amalgamation.According to review the history of western higher education, we find that middle age's university is content to the need of social specialty;renaissant university is content to the aspiration of humanism;in science education phase, university is content to pursue pure knowledge;in technical education phase, university is content to the development of society and country. Along with scientific ration development and the prosperity of physical civilization, not only moral advancement, spirit civilization and human achievement but also moral coast, spirit emptiness and human degeneration are brought up. Facing the actuality, it seems that traditional higher education philosophy's ability are not equal to its ambition, academic corners and practical embarrassment are encountered by traditional higher education philosophy.There is one thousand years'history of higher education until today. Comparing with the past, prodigious development has been seen in higher education around the world. The complicated extent of higher education can be explained according to not only internal organize structure but also external social function of higher education. Current higher education philosophy is challenged, and higher education around the world will be in danger of losing the licit existence unless taking the change for adapting the new conditions. In my eyes, the licit basis of higher education will be rebuilt by"genus ism"higher education philosophy, and the new space for higher education development will be afforded.
