With the time entering the 21st century, especially when China's high education has stepped into the stage of popularization and socialization, knowledge, as a sort of important intangible assets, has become the source of enterprise's competitiveness. Universities, the carrier of knowledge, and their development have gradually become the common focus followed by both education field and universities themselves with great interest. Teaching & research-based universities are the important part of China's high education system. Since the time when Chinese universities began to enlarge the enrollment scale in 1999, many newly established majors have led to resources surplus in some majors, and resources shortage in some other majors. Although China's high education has developed with an unprecedented scale, meanwhile, it also causes the dis-matching between the demand of high education development and the current resources distribution, thus, results in the irrational situation between inputs and outputs of education.Rational distribution of high education resources has always been paid a good deal of attention. However, the researches related to the universities'resources distribution currently, is mainly on how universities can serve for local economy, or how to develop university with its own situations or target. There are still very few researches focuses especially on the resources distribution of universities of one special specification, thus, the study of rational resources distribution of teaching & researching-based universities will be of great significance to the development of China's high education.To start from the current situations and problems existing in resources distribution of universities these years, this dissertation firstly summarizes the main problems existing in resources distribution of those teaching & researching-based universities; Secondly, the dissertation systematically analyzes the in-depth causes and drives leading to those problems by using the thoughts and methods of systems engineering; Then, by through summing up the previous research results on universities'resources distribution, the dissertation expounds the relationship between rational resources distribution of universities and the competitiveness, and forms an evaluation indexes system for evaluating the resources distribution of teaching & researching-based universities, and analyzes and illustrates each index in detail; At last, the dissertation analyzes the teaching resources distribution of Heilongjiang's universities by using DEA method, figures our the problems existed and comes up with feasible suggestions for further development of universities.Universities'resources distributions are influenced not only by macro-control of the State are also distinguished by different regions and their level of economic development. Therefore, different regions should rationally distribute their resources in terms of their regional economic development, this will of great importance for further development of China's universities. |
