On The Construction Of College Students Ideological And Political Educational Ensuring System

Based on the guidance of theories of Marxism ideological and political education and higher education management science, this paper studies college students ideological and political educational ensuring system's connotation, character and constructive principles; analyzes its environment, situation, basic condition and needs in accordance with the reality of higher education of China. It comprehensively explain ideological and political education in terms of thinking, organization, group, system and environment etc.. It will bring system ensuring to strengthen and improve ideological and political educational ensuring system for college students further.The paper is divided into three parts :The first part objectively discusses the contents, features and constructive principles of the ideological and political education of college students' mechanism of assurance. This mechanism of assurance , as a subsystem of ideological and political educational mechanism, whose goal is to educate students ideologically and politically, is a work system, managerial rule as well as a work style. It is constructed and interacted by all the inner elements of the ideological and political educational mechanism. The mechanism of assurance consists of ideological assurance, organizational assurance, teaching staff assurance, systematical assurance, physical assurance and environmental assurance, among which ideological assurance is the guidance, organizational assurance is the main point, and teaching staff assurance and systematical assurance are basis, This mechanism is featured direction-oriented, subjective, adjusted, coordinative, systematical, integrative and gradual. Under the new situation, this mechanism should be constructed scientically, integratively, subjectively, diversifiedly and effectively.In the second part, it thoroughly analyzes the trends and situations faced by the college students: ideological and political educational mechanism, and focused on the necessity of constructing this mechanism. Under the new situation, the current ideological and political mechanism has its positive functions as well as some problems. Therefore, we should construct an all-around, scientific and effective mechanism, which is very necessary for overcoming the negative effects by the market economy, for accepting the times' challenges, and adjusting to the quality education.The third part profoundly states the basic ideas and measures to the college students' ideological and political education mechanism. We should not only innovate the ideological and political education, but also establish an ideological and political education with principles of "people-centered education, moral education first", "people-oriented", achieving the full development of human beings and "moralism", so to provide ideological assurance to the college students' ideological and political education. We should perfect the leadership system, giving full play to the political core, to the principals and administrative system. Meanwhile, clearing teaching duties, and constructing political job will offer organizational assurance for the college students' ideological and political education. Teaching staff should be strengthened by perfecting the system of evaluating and hiring teaching faculty, by setting up a sound managerial mechanism, controlling and incentive mechanism and a relatively stable mechanism for training and further education, which will provide the human resources assurance. Improving and perfecting the work system will give a systematical assurance to college students. More educational budget will offer physical assurance, while creating moderate educational environment and an interactive educational system among schools, families and society will provide an environmental assurance for the college students' ideological and political education.
