With the rapid and continuous development of China's economy since the implementation of the reform and open-door policy, the living standard of people has been improved. A lot of sports service facilities such as natatoriums and Gyms have been built up, especially in the developed big and medium-sized cities. Some problems occur while people accept the services provided by these facilities, e.g., the sites and equipment are tatty and not in compliance with the professional technical standards; lack of necessary safe measures; noncompliance with the advertising or agreed service standards or failure to provide satisfactory services to customers. In addition, some sports service facilities lack necessary technical strength, coaches or competent sports techniques. The malign competitions among some sports service facilities are fierce. Occurrence of these problems disturbs the order of the sports service market and injures the interest of customers.Prior to the promulgation and implementation of the PRC Administrative License Law, the sports administrative authorities administrate sports service facilities by means of administrative approval. After the promulgation and implementation of the PRC Administrative License Law, the State abolished such administrative approval power. Moreover, China decides to adopt the sports service authentication system based on standards, aiming to change the functions of the government, better rule the sport service market, enforce the competition power of sports facilities and improve the service and manage level of the sports industry, protect the interest of customers as well as adapt to the globalization of international trade and integration of market economy.Sports service authentication is the first service authentication conducted in China, therefore it is a creative and important work. Progress has been made in this area with the joint leading efforts of the State General Sports Bureau and State Certification and Accreditation Administration, as well as efforts from other sources. On March 9, 2007, the State General Sports Bureau held the awarding ceremony for companies that won the first sports service authentication. Mr. Wang Jun, deputy director of the State General Sports Bureau and Mr. Xie Jun, deputy director of the State Certification and Accreditation Administration attended the ceremony in person and granted the qualified companies awards.Problems may occur in implementing a new system, sports service authentication is not an exception either. Sports service authentication system is still in the initial stage in China and the relevant research is not sufficient. The relevant authentication institutions need to accumulate experience and perfect their internal management rules, organization rules and working rules through practice. Furthermore, China lacks professionals on sports service authentication and the general public knows very little about this. The sports service authentication system itself is not complete and needs further development. Nevertheless, with the drive of the State and the efforts of the relevant parties, we trust the sports service authentication will be improved and completed gradually and continuously. An open, fair, objective and reliable sports service authentication will definitely contribute to the healthy development of China's sports service industry.
