The Study On The Fiscal Investment Mechanism Of The Vocational Education In Our Country

The vocational education fiscal investment mechanism is the combination of the vocational education investment with the national fiscal management. It is directly related to the intensity and efficiency of the fiscal investment and effects on the development in the national vocational education. This paper based on the level of economic development in the Primary Stage of Socialism and the status of development in vocational education in our country. The connotation, theory selected, application of the model was analyzed in the vocational education fiscal investment mechanism in our country from the theoretical view; the evolution process was expatiated from the historical view; The three major problems facing was indicated, such as inadequate investment, uneven distribution and inefficient spending in fiscal funds on our vocational education in the fiscal investment mechanism from the macro view; The reason of the problem which was the incomplete legal mechanism, uncoordinated administrative management mechanism, unscientific model of the allocation of funds on fiscal investment; The imperfect surveillance was discussed from the micro view; Finally, the adequacy, justice and efficiency is the standard of its, it proposed that it was necessary to improve the legal mechanism of fiscal investment, adjust the mechanism of investment and management, perfect the model of fiscal allocation of funds, establish the mechanisms of the fiscal investment surveillance for vocational education, and provided theoretic references for the establishment of the policy on vocational education investment from the development view.
