The Research On Industrializational Practice Training Base Of Higher Vocational Education In Wenzhou City

In our country, vocational education, especially higher vocational education has made great progress since 1999. Until the late 2005, there have been 1091 self-help established vocational education academies, which make 60.9 percent of total amount of higher education. In each city, there is at least one vocational education academy. In 2006, the central government invested 2 billion to support 171 county vocational education centers, 218 model secondary vocational education and 317 practice training bases, which promoted the development of vocational education. In this macroscopical background, vocational education in Wenzhou has developed rapidly and school scales have enlarged with high quality and their typical characteristics. However, problems also have been arisen, especially the establishment of practice training base can not meet the needs of rapid development of vocational education. From the quantitative perspective, teachers with double masters and advanced practice training establishments are not enough. From the qualitative perspective, though there are comparatively better training bases with better conditions, there are still weaknesses in the development of vocational education in Wenzhou's higher vocational education in an all-round way. They are: comparatively less investment in tuition fee, ambiguity in establishment, loose connection with society and production, simple equipment, old teaching content, lag teaching methodology and so on. The development of vocational education should be done with proper practice training base. It is very necessary to study how to build practice training base to meet the need of higher vocational education. The teaching quality of vocational education has been descended, due to lack of practice training base with low quality. Teaching quality is the lifeline of vocational education. One typical characteristic of vocational education is to cultivate applied specialties with practice abilities. The condition of practice training base is more important for vocational education than any other education. To realize its typical characteristic, quality and benefit, and the condition are the most essential part. From the above, from the quantitative and qualitative perspectives, practice training base can not meet the needs of development. There are many reasons, but the most important one is that the mechanism is not perfect and the regulations are not comprehensive. It should be solved with quick action that to build reasonable district vocational education practice training base and study the industrialization of it.Therefore, those problems must be solved so that practice training base can be built in a sustainable way. That is, with the guide of local government, on the basis of district economy, to unite local vocational education institutions and corporations to recompose resources and follow modern corporation system so that district vocational education practice training base will develop on the industrialized way. On the basis of others' research, this paper downsizes the research scope to Wenzhou's district economy to study practice training bases of higher vocational education in Wenzhou City and make research on the actuality, reason, foundation, pattern and development of practice training base industrialization.To study practice training base industrialization of higher vocational education is meaningful for its establishment. Firstly, to have a clear mind about the condition of practice training bases; secondly, with clear aim in building practice training bases; thirdly, to provide practical measures to build practice training bases; finally, it is helpful to solve the "three issues" (agriculture, rural area and peasantry) put forward in the third session of the tenth People's Congress, which will promote the establishment of new country.To study practice training base industrialization of higher vocational education is helpful to improve the theory of vocational education. At present, it is a prime period for vocational education. The theory is not comprehensive and the study of practice training base is weaker. This paper will be helpful to the improvement of the theory of higher vocational education.
