Facing the scaleexpansion, as well as the following tide of new campus's building, a new systemcapable of pooling resources from diverse channels with the main responsibilitieson government has been gradually established and perfected. Some Universities inshortage of the capital supply take active use of various financial ways to raisefunds, improve their conditions and solve the difficulties in the developmentprocess.However the channels of finances are quite single in present stage, theymainly depend upon state financial allocations and the bank loans, especially thelarge amount of bank loans mainly have supported the upsurges which were causedby the universities expanding. Following the new turn of macroeconomicregulation which starts around 2004, and the repayment peak in next years, theupsurges fall into reconsidering and adjustment, some involved in the loan wavefall into the financial crisis, especially those in central and western underdevelopedareas. Because local financial support is limited, its financial situation is morepessimistic than others. That will further polarize the higher education. How toexplore and solve these local university fund questions, so as to attain harmoniousdevelopment of higher education, is our urgent social task. This paper bases on thecases in Jiangxi Province, refers to domestic and foreign successful experience, andtakes research and analysis on Jiangxi Public University financing system, formsand channels of the folk funds-raising and other aspects of the field system,financially explore the issues of university's capital structure, so as to put up someconsultant advice to universities of the folk funds-raising.
