The department office, which would be an essential constituent of the administrative system in higher education, would be an important institute in the administration of universities. The issues of management functions are studied in this thesis, which includes three parts namely introductions of department office management functions, development of department office management functions in new environment, challenges and countermeasures of department office management.In the paper first part, the connotation and the extension of the department office management functions are the emphasis that the author discussed. The department office is administrative body of a collection of managements and services. Its function means the functions that it should have and that actually display. Its extension mainly manifests in the aspects such as administration, the educational management, the moral and politics work, the student management, the belongings management.The second part of the paper has discussed the new situation with emphasis which the department office administration faces, namely the information society, the expansion of universities scale, the higher education reforms. The department office management functions change and development to some extent in the environment that is different, which were specifically manifested in the aspects such as assisting scientific research, the public propaganda, servicing teachers and students, managing information, coordinating relations and so on.In the third part of this thesis, attentions were paid on the issue of the office function displaying in our country. The displaying of department office faces many challenges such as the problems in the idea and the ways, the system, the equipment of management and the quality of staff. Subsequently, the author proposed certain countermeasures in view of these problems, for example, relocating the office management functions, strengthening the quality of staff, updating the idea of department leaders, the consummating the systems, improving the office equipment.
