The education for all-round development should" face to the all students, make each student get the overall development", it is a difficult problem for the teacher how to carry out the conversion of the low-level students in physics to make them get the overall development equally and completely. Aiming at that problem, the text makes the definition of the low-level students; do the analysis of the cause and carry on the investigation and analysis of the metacognition levels of the low-level students. According to the theory of contemporary education and psychology, combining the cause and metacognition levels of the low-level students, the text puts forward that the effective way to improve the learning ability of the low-level students is cultivating the ability of metacognition in the daily teaching courses in physics of senior high school. It also puts forward that the training strategy to develop the ability of metacognition of low-level student in physics courses of senior high school.The strategy's aim is to develop the ability of metacognition in the courses in physics and the activities of the low–level students by setting up the knowledge network; introducing the learning strategy and training the means of learner reflection in order to overcome the obstacle in studying and improving the ability of learning physics. On this foundation, combining with the courses of physics, making use of the strategy put forward, we carried on the teaching experiment lasted a semester and made the scientific analysis and evaluation for the experiment. Practice improved that the development of metacognition has positive effect in overcoming the obstacle in physics learning and the strategy also can improve the ability of learning for the low-level students. It is an aggressive quest of the education for all-round development.
