As a "social order problem", the collective action, which is spontaneous and nobody summons or organizes but a large number of people may participate in to make clear their protestation, can only be understood within the framework of the nation-society relation. This paper, within the framework of the nation-society relation, studies a collective event that once happened in the G District from the perspective of social action.The research has discovered the phenomenon that the strong bully the weak and the power-money transactions are more likely to evoke powerful reactions among the public and also have stronger mobilization potential. It is especially worth-noting that local governments' credibility has fallen to an unbelievable low. The collective action models make their own choice of actions on the basis of cost-benefit trade-offs with the systems, norms and the mold resources framework they have regulated. The common collective destiny feeling causes the collective logic to substitute the individual logic in the background of social relation. Actors take actions not only because of value rational factors, but of tool rational ones. Under some specific situations, the action-takers may have the possibility to take mood-oriented behaviors. Between the two kinds of actions- the resisting action and the destructive action, collective actors tend to choose the former more often than not, though they generally think that a destructive action is of higher effectiveness.This study holds it true that while persisting in taking the economic construction as the center, the government should of course assume the responsibility of maintaining social equity and think of promoting social equity as one of its basic functions. Only when the rights and interests of the disadvantaged groups are authentically respected and protected can the harmonious development of the whole society be realized.
