| Today, many universities of our country have already executed faculty recruitment system. The implementation of recruiting teachers, which has already reached a consensus, is the need of reform of the personnel system in education under the socialist market economic system, a major breakthrough of teacher's appointment system, and also an important part to constitute a new management mechanism of the contingent of teachers. A new appointment and management mechanism is established, which is fair, equal, competitive and merit-based selection, by changing the mechanism for appointing teachers in the past.Accurate college positioning is a prerequisite for teacher appointment. All colleges and universities to meet the opportunities and challenges of the knowledge-based economy era are adjusting their development strategies. Research University is one of the goals. Research University of nearly a century development, with its unique and innovative education philosophy and research achievements, has acquired recognized international status. For this reason, first-rate colleges and universities are following the world's leading research universities and schools, and combining the features of their own development, to establish and improve their own school functions and to strengthen its international competitiveness and influence, and gradually achieving the goal of high-level research universities, and playing an important role in social development, economic development and strategy of revitalizing the country through science and technology. In addition to building research universities with adequate funding, advanced teaching facilities, the more important thing is to have first-rate teachers. Teachers are the soul of universities to train qualified personnel, to accelerate the development of subjects, and to raise academic standards and the school's reputation core resources.This paper describes research university faculty building first, and then analyses the relationship between Research University and teacher recruitment from describing the contents and characteristics of Research University. Then it sums up the difficulties of the reform of teacher recruitment in Chinese universities on analysis of reform environment and problems of teacher recruitment. Also, this article learns the advanced experience of specific operations from the American Research Universities in the appointment of teachers, and then uses human resources theory to build up a set of mechanisms which is workable, scientific and rational, and suited to China's national conditions, from the University of strategic human resource management positions, teachers positions, teacher employment policies and procedures, teacher evaluation and examination system, teacher incentive and security mechanisms.
