Strengthening the construction of "Bi-Professional" teacher ranks, which is an important task in the theoretical and practical study of vocational education, we can enhance practical education, characterize vocational education, improve the education quality, and thus train highly- qualified technicians and labors to meet the need of society. The construction of "Bi-Professional" teacher ranks not only directly restricts the reform and development of the vocational education; it also affects the realization of the teaching targets and functions. In order to effectively gain the target of constructing "Bi-Professional" teacher ranks, we must scientifically understand the concepts of "Bi-Professional" teachers and "Bi-Professional" teacher ranks, correctly grasp the meaning and the requirement of constructing "Bi-Professional" teacher ranks, and establish a system or a set of policy to enhance the construction of "Bi-Professional" teacher ranks.
