The objective mode for the operation of China's competitive sports should be constructed under social guidance and market adjustment under socialist market economy system from the social development prospect. Such operational mode can promote the formation of inner-mechanism for national competitive sports, coordinate the systematic elements of competitive sports and give full play to them, impel further such constitutional innovations as the "countrywide system" and "nationwide system". The interaction among operation mode(a), mechanism(b) and system(c) is like this: a determines b, b decides c, and the key factor of operation mode under market economy lies to the relationship between input and output. Consequently, it is of great significance to study the cost and benefit of China's competitive sports.Since entering into the 21th century, great changes occur to the situation of the competitive sports, especially when China gains the sponsorship of 2008 Olympic Games in Peiking, which means a great opportunity and challenge as well. In some sense, successful conducting of 2008 Peiking Olympic Games will constitute an intergral part of national development strategy at the beginning of the century. It is also a great means to overally accelarate the process of "affluent society" construction, and an important part of constructing socialism "harmonious society". The construction of paving sustainable development is the requirement of the national development for sports cause. With special loans from the indices IPO System (Input-Practice-Output System), commonly practiced in China's sports circle, a research is made on the difinition, constitution, and change of China's sports cost and benefit at the preliminary stage of the century. During the research, abundant data is recited for empirical analysis and a discription is given to the relationship between cost and benefit along with operation mode of China's competitive sports.Through the study, the conclusion can be arrived at that the investment system of operation cost for competitive sports take on a look of pluralization, which conforms with its characteristic of its operation mode and has the tendency of gradual increase of social investment; that striking achievements have been reached in competitive sports; and that competitive sports can be beneficial at the economic and non-economic dimension.
