The 21st century is a time for knowledge and economy, in which the talent play the key role. Higher education takes the historic responsibility of training the talent, whose new task is to develop college students'innovation quality nevertheless.Based on the domestic and foreign research of innovation education and the analysis on both the subjective and the objective conditions of the innovation quality education in our higher colleges, this article drew a conclusion on the factors that exert influences on the innovation quality education for students. Take the use of fuzzy synthesis appraisal method, this article also established the appraisal model resulting from the influence of microcosmic factors on students innovation quality education and further discussed the method of innovation education in our higher colleges. Lastly, this article had an analysis of the effects of innovation quality education implemented in North China Electric Power University.
