Since China joined the WTO and Beijing successfully bid to host the 2008 Olympic Games, the Chinese nation has stridden onto the world stage with a proud charm. To rejuvenate and develop our great nation, the future talents, who should be international and compound with high quality, have to understand the multiculture across the world. So bilingual education should be the future trend for an international China. A person would have the possibility of a success if he had this opportunity first. Undoubtedly, a person with the bilingual ability will be able to understand the multiculture better with better international exchanges and communications so as to forward the prosperity of a nation and a society. Then what is bilingualism?"Bi"in bilingual education means students will be working with two languages. Bilingualism is a kind of education in which teachers directly apply a kind of non-mother language in the education of non-language subjects in order to make the study of the second language parallel the learning of the other subject in step. In bilingual education, the acquirement of the subject knowledge is the primary purpose, but it also creates the space for the learners to study and use the second language. That is, this makes the students use the second language which to acquire as much as possible while grasping subject knowledge. The ultimate goal is to let students think in both mother tongue and the second language at the same time, and to switch between these two languages according to the communicational objects and the working conditions in order to enable them to have the Trans-Culture exchange ability, and set up the Trans-Culture consciousness.According to Constructivism Theory as well as relative Cognitive theory, the knowledge is constructed personally,a student is the main body of study. They should be enlightened to construct their cognitive structure in their own and to cultivate their own subjective initiative in learning, which is all accordant with the current elementary education guideline of our country. Bilingual education is one of the important carriers of the elementary education reform, and it is extremely significant to integrate the cognitive view of Constructivism with the teaching process of bilingual classes in order to optimize the bilingual teaching process and promote quality education. This thesis attempts to, on the basis of the Constructivism Theory and other correlative theories and connecting them closely with the bilingual teaching process, cultivate the students' subjective initiative in bilingual education activities, raise the students'goal consciousness, and enhance their lasting interests in learning so as to reach the goal to improve the students'language ability in bilingual education.
